تأسست الهيئة الليبية لسباق الخيل بقرار مجلس الوزراء رقم (600 ) لسنة 2013م تكون لها الشخصية الاعتبارية والذمة المالية المستقلة, تهدف إلى التنظيم والإعداد والإشراف على سباقات خيول الحلبة بدولة ليبيا وكذلك تمثيل الدولة في المحافل الدولية والإقليمية
